COMMITTEE ON WEATHER CONTINGENCIES

Minutes of June 6, 2007 Meeting

 

The Committee on Weather Contingencies met on Wednesday, June 6, 2007 at 9:00 a.m. at the NSAA Office.  Dr. Bob Reznicek, NSAA District II Board of Control Member, chaired the meeting.  The mission of the committee was to identify areas of concern, address solutions for concerns, and identify specific areas for further consideration.

 

Committee members present were Terry Kenealy, York High School; Randy Bates, Norris High School; Dr. Bob Reznicek, NSAA District II Board of Control Member; Dr. Peg Naylon, Omaha Public Schools; Jay Bellar, Battle Creek High School; Max Kroger, District III Board of Control Member; Dave Barrett, Adams Central High School; Dr. Dallas Watkins, District V Board of Control Member; Ron Streit, Cambridge High School; Kent Halley, District VI Board of Control Member; and Bruce Parish, Chadron High School.   Ex-officio members included NSAA Staff Dr. Jim Tenopir, Debra Velder, Jennifer Schwartz, Bud Dahlstrom, Tom Millsap, Darin Boysen, Jim Angele and Margie Pinkerton.  Also in attendance was Stu Pospisil, Omaha World-Herald.

 

Dr. Jim Tenopir addressed issues in regard to weather concerns that precipitated the decision to form a weather contingency committee.  As an advisory committee, the group was informed that any proposals for change that came from this committee’s work would be required to go though the NSAA legislative process. 

 

The meeting was turned over to the Chairman, Dr. Bob Reznicek.  Dr. Reznicek directed the committee through a review of current NSAA Bylaws in all activities mindful that final consideration should be what is best for the students across the state as well as the NSAA. 

 

Upon completion of the review of all activities, the committee identified the following areas of concern and resolution:

 

  1. It was moved by Dallas Watkins, seconded by Bruce Parish, that an Approved Ruling be developed to give the Executive Director the authority to allow for extra reimbursement based on the NSAA reimbursement schedule for teams when weather conditions warrant a need to require those teams to travel in a day prior to the start of the contest.  Motion Carried Unanimously.
  2. It was moved by Terry Kenealy, seconded by Max Kroger, that a Bylaw be presented through the legislative process to give the Executive Director the authority to require schools to alter their travel plans to arrive the day prior to the start of the state contest if weather conditions become a factor.  Schools shall be informed if they chose not to travel to the contest site the day prior due to weather conditions, the games will go on as scheduled and if they were unable to arrive prior to the scheduled game time, they will be issued a forfeit.  Motion Carried Unanimously.
  3. It was moved by Randy Bates, seconded by Ron Streit, that a Bylaw be presented through the legislative process as follows:  3.11.1.4.1, “If weather conditions require a change in state basketball tournament format, the schedule may be changed to permit a school to play multiple state tournament basketball games per day.”  Motion Carried Unanimously.
  4. It was moved by Bruce Parish, seconded by Jay Bellar, that a Bylaw be presented through the legislative process as follows:  3.11.1.4.2, “If weather conditions become a factor during the regular season and if all schools are in agreement, they may petition the Executive Director to be able to play multiple basketball games in a singe day.”  Motion Carried Unanimously.
  5. It was moved by Randy Bates, seconded by Bruce Parish, that a Bylaw be presented through the legislative process as follows:  3.3.9 add, “When weather conditions and facilities cause a change in a state tournament schedule, Sundays may be used for competition after 12:00 noon local time as determined by the Executive Director.”  Motion Carried Unanimously.
