PROPOSAL FOR CHANGE IN NSAA REGULATIONS| Proposal Generated by Dr. Bob Reznicek, Omaha Westside, School Access Code, District 2 | | This proposal was submitted on: Nov 02, 2009 | | This proposal is submitted by: | | Name: Bob Reznicek | | School: Omaha Westside | | NSAA District: 2 | | The proposal deals with: | | Activities Manual: Softball Page: 12 | The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling: ADDITIONS are in all capital letters. (Changes/Deletions are in parentheses.) District Tournaments. The district tournaments will be (double-elimination) SINGLE-ELIMINATION with the winner qualifying for the state tournament. (If due to weather the tournament format is changed to single-elimination, all schools will be notified. The tournament director and the Executive Director of the NSAA will make the decision. If a single elimination tournament is played, the wild card point system will be computed for the number of games played. For example, if District 1 has to play single-elimination and other districts play double-elimination, no adjustment will be made in computing wild-card points.) | The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: District Tournaments. The district tournaments will be single-elimination with the winner qualifying for the state tournament. | Cost Analysis of Proposal: This would likely represent a cost savings to the respective districts. For 2009, the total revenue for all softball districts in Classes A, B, and C was $26,789. Umpires for the double-elimination district softball tournaments totaled $19,166. Some districts did not take in sufficient gate receipts to even pay for the umpires, leaving no revenue for the host schools, the NSAA, or for the catastrophic insurance premiums. | Rationale for the proposed change: (1) With up to seven schools in a district, it is difficult to play a double-elimination tournament in two days, particularly if there is any inclement weather. The single elimination tournament would involve fewer games, thus less time. With district softball tournaments being scheduled in October, there is an increased chance that inclement weather will result. (2) Softball is frequently compared to baseball for Title IX purposes and for other comparisons. Baseball districts are single-elimination tournaments. (3) Some softball districts did not have sufficient gate receipts to even pay game officials. It is likely going to become increasingly more difficult to encourage schools to host softball districts if it is going to cost them to host. (4) If double-elimination softball district tournaments are deemed important to retain, an alternative might be to charge each school an entry fee ($50 to $150) to participate in the district softball tournament.
