IN NON-TOURNAMENT PLAY DURING THE REGULAR SEASON A MATCH WILL BE DECLARED A TIE IF AFTER REGULATION AND OVERTIME PLAY THE MATCH IS STILL TIED.
THE POWER POINTS WOULD BE DETERMINED BY ADDING THE TWO TEAMS POWER POINTS AND DIVIDING BY TWO. EXAMPLE: A DIVISION ONE TEAM TIES A DIVISION TWO TEAM THE POINTS WOULD BE 50 + 47= 97/2 OR 48.5 POINTS FOR EACH TEAM. THESE POINTS WILL CHANGE AS THE POWER POINT TOTAL OF THE TEAMS CHANGE.
TIES DO NOT COUNT FOR OR AGAINST A TEAM TO DETERMINE WHETHER THEY ARE A 1ST, 2ND, 3RD, OR 4TH DIVISION TEAM. EXAMPLE: A TEAM THAT HAS 8 WINS AND 2 LOSSES AND 2 TIES WOULD BE A DIVISION ONE TEAM WITH A 8-2 RECORD.

Overtime Procedures for games tied at the end of Regulation Play IN TOURNAMENT MATCHES | The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: Page 10 In non-tournament play during the regular season a match will be declared a tie if after regulation and overtime play the match is still tied. The power points would be determined by adding the two teams power points and dividing by two. Example: a division one team ties a division two team the points would be 50 + 47= 97/2 or 48.5 points for each team. These points will change as the power point total of the teams change. Ties do not count for or against a team to determine whether they are a 1st, 2nd, 3rd, or 4th division team. Example: a team that has 8 wins and 2 losses and 2 ties would be a division one team with an 8-2 record. Page 12 Overtime procedure for games tied at the end of regulation play in tournament matches.
| Cost Analysis of Proposal: None | Rationale for the proposed change: Reason #1 - ALL levels of soccer: Club, college, International, and Pro, ties at the end of regulation and 2 O.T.s (in non-tournament play), count as a tied game.
Reason #2 - One team, on the whim of 5 penalty kicks, is going to take an 11 point 'swing' in Wild Card points. It would be like 2 Basketball teams shooting free throws at the end of 2 O.T.s to determine a winner. Or 2 Football teams kicking field goals at the end of 2 O.T.s to determine a winner.
Having tied games count as a tie during regular season play can accomplish 2 things: 1. Help insure that your stronger teams don't lose out on a higher seeding or lose the chance of a possible Wild Card because of Penalty kicks. 2. Gives a lower division team a chance to gain points if they play hard and can tie an upper division team.
An argument might be made that teams will start playing for "ties", but that is nonsense. If anything, our current system encourages that even more, because a team that is getting dominated will "play for the tie" and take their chances on the LUCK of Penalty kicks!! |
