| The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling: ADDITIONS are in all capital letters. (Changes/Deletions are in parentheses.) In Cross Country, the top (three) teams in each district will qualify for the State Meet. IN CROSS COUNTRY, IF A TEAM PLACES FOURTH IN THE DISTRICT MEET, THEY MAY ALSO QUALIFY AS A WILD CARD TEAM IF THAT TEAM DEFEATED A DISTRICT CHAMPION FROM ITS RESPECTIVE CLASS DURING THE SEASON IN A MAJOR VARSITY MEET DURING THE SEASON. A MAJOR MEET IS DEFINED AS A MEET WITH AT LEASE SIX FULL VARSITY TEAMS COMPETING. IT IS THE RESPONSIBILITY OF THE COACH OF THAT FOURTH PLACE TEAM TO CONTACT THE NSAA THE DAY AFTER THE DISTRICT MEETS, AND INFORM AND VERIFY TO THE NSAA THEIR TEAM QUALIFIES AS A WILD CARD TEAM. | The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: In Cross Country, the top teams in each district will qualify for the State Meet. In Cross Country, if a team places fourth in the District Meet, they may also qualify as a Wild Card team if that team defeated a district champion from its respective class during the season in major varsity meet during the season. A Major meet is defined as a meet with at lease six full varsity teams competing. It is the responsibility of the coach of that fourth place team to contact the NSAA the day after the District meets, and inform and verify to the NSAA their team qualifies as a Wild Card team. | Cost Analysis of Proposal: This proposal should bring in more revenue to the State Meet, since a possible additional qualifier MAY be added to the state meet, thus bringing in more fans from the school that qualified as a Wild Card team. The only additional cost would be for additional race numbers and race chips. | Rationale for the proposed change: To help ensure the best teams are competing in the State Meet. In some districts there are more than three strong and deserving teams who should be competing in the State Meet, but due to a three team restriction they are kept out of the meet. Several other sports provide for a Wild Card qualifier for their state competitions, and Cross Country deserves the same consideration. In some sports, teams earn wild card points for beating either weaker competition, or are not penalized for playing schools in a lower class. Unlike those sports, this proposal encourages teams to compete against quality competiton during the season, since to qualify as a Wild Card, a team would have to defeat a District champion in their class. |
