1. No basketball team may use more than fourteen boys/girls in any championship.
2. No more than (twelve) FOURTEEN boys/girls may be suited up for any championship game.
3. Prior to the first game, the team's coach shall designate to the championship director the fourteen players who are the certified team for that championship. This shall be the championship roster.

Cost Analysis of Proposal:
Ninety-six (96) additional medals for boys and girls all classes. Each additional medal costs the NSAA $1.65 for a total of $158.40 in additional costs for both championship tournaments. Reimbursements expenses for out-of-town teams.
Rationale for the proposed change:
This encourages additional participation. Allowing 14 players on the roster, but only 12 to suit up, causes dissension with the "non-playing" athletes at district and state. To avoid having this directed at coaches, they may opt to carry only 12 players all season, which virtually eliminates the opportunity for 2 additional players to have a varsity experience.
