The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling: ADDITIONS are in all capital letters. (Changes/Deletions are in parentheses.) 4. NSAA Cart Rental Policy: The NSAA limits the use of motorized carts during the District Golf Tournament. Only Rules Officials, Scoring Monitors and Media Personnel, and HEAD COACHES are allowed to have a cart on the course. Spectators are not allowed to rent carts to follow the golfers. Only those people meeting the criteria of the Americans with Disabilities Act will be allowed to rent a cart during the District Tournament. People meeting these criteria must be approved by the Tournament Director.
5. HEAD COACHES MAY USE A GOLF CART AT DISTRICT AND STATE COMPETITIONS WITH THESE LIMITATIONS: - ONLY THE HEAD COACH MAY USE THIS CART. - INDIVIDUAL SCHOOLS WILL BE RESPONSIBLE FOR THE COST OF THE CART, AS WELL AS DETERMINE IF THEY WANT TO ALLOW THEIR HEAD COACH THIS OPPORTUNITY.

The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: 4.
- Individual schools will be responsible for the cost of the cart, as well as determine if they choose to allow their Head Coach this opportunity. |
Cost Analysis of Proposal: - No cost to NSAA as cost will be picked up by individual schools if they choose to allow their coach this opportunity.
- Schools would NOT be required to provide a cart for their coach, but they would have the option of a cart for their coach.
- This would be an additional source of revenue for a golf course, which might make it more attractive to host such an event. |
Rationale for the proposed change: At district and state competitions, individual golfers on a team can be spread out over much of the course at any one time. Allowing a coach the opportunity to use a cart helps them to be more active in coaching during a round. They are also knowledgeable enough to know where to drive and not to drive a cart during competitive rounds.
At districts, depending on the class a golf course is hosting, this would be between 8 to 14 additional carts. At state, 12 to 15 teams would qualify, plus individuals who qualify. If carts are limited at the state site, only coaches who qualify full teams would be allowed to rent one at the state meet. The host golf course would know in advance that they will be hosting such an event, and can have carts available for this purpose. This income would go back to the local course.
This is a local school decision of whether or not to let their head coach use a cart at these competitions. They are NOT required to have a their coach use a cart, but they do have the option to do so.
Schools encourage our golf coaches to teach and coach during the entire season, but by not allowing them to use a cart at district or state competition, we put them at a disadvantage during the two most important meets of the season. |
