Only Rules Officials,Scoring Monitors and Media Personnel, AND HEAD COACHES are allowed to have a cart on the course. Spectators are not allowed to rent carts to follow the golfers. Only those people meeting the criteria of the Americans with Disabilities Act will be allowed to rent a cart during the District Tournament. People meeting these criteria must be approved by the Tournament Director. 5. HEAD COACHES MAY USE A GOLF CART AT DISTRICT AND STATE COMPETITIONS WITH THESE LIMITATIONS: - ONLY THE HEAD COACH MAY USE THE CART. - INDIVIDUAL SCHOOLS WILL BE RESPONSIBLE FOR THE COST OF THE CART. Cost Analysis of Proposal: - No cost to the NSAA. - Individual Schools would incur the cost of such use. - Availability of carts at course locations - increased income for the host course, making it more advantageous to them to allow schools to host. Rationale for the proposed change: Coaches may use carts during the season to go between holes to coach their team members at the appropriate times. We should allow them to do the same at the district and state meets for these reasons: - Tee times are generally spread out on the front and back nines of a course, making it difficult to watch/coach all athletes. - If we allow the use of these at meets during the year, why put these coaches at a disadvantage in the two most important meets of the year? - Schools would be the deciding factor as to whether or not their coach used a cart at these meets, as they would be the ones paying for this use.
