4. CLASS C1 AND C2 SCHOOLS ARE DIVIDED INTO SIXTEEN SUBDISTRICTS. ALL SIXTEEN SUBDISTRICTS WILL BE DETERMINED USING THE SERPENTINE METHOD (NOT MODIFIED), BASED UPON THE NSAA WILD CARD PONT SYSTEM WITHIN ONE WEEK PRIOR TO THE FIRST SUBDISTRICT COMPETITION. A. ALL SUBDISTRICT GAMES WILL BE PLAYED IN ONE DAY ON THE SATURDAY OF WEEK 17. B. THE WINNING TEAM FROM EACH SUBDISTRICT WILL ADVANCE TO DISTRICT FINALS WITH THE FOLLOWING MATCH-UPS: C-1 VS C-16, C-2 VS C-15, C-3 VS C-14, C-4 VS C-13, C-5 VS C-12, C-6 VS C-11, C-7 VS C-10, and C-8 VS C-9. C. THE EIGHT TEAMS IN EACH CLASS WINNING THE DISTRICT FINALS WILL ADVANCE TO THE STATE TOURNAMENT. (5. Class D1 and D2) schools are divided into twelve subdistricts on geographical basis starting with the schools in western Nebraska and working east. North to south direction was used in some cases in order to decrease the distance between the schools within a district. a. The teams winning the subdistricts will advance to the district final. b. The six teams in each class winning the district finals will advance to the state tournament. c. Two additional teams in each class will also qualify on the basis of the wild card team selection procedure. (6). If a school decides not to compete after district assignments are made, no change will be made in district assignments. If two or more schools decide not to compete, or two or more schools close, consolidate, or enter into a cooperative agreement, the districts may be adjusted to restore a near-equal number of schools or to take advantage of a reduction in travel distance.
District Director's Responsibilities (Pgs. 11-12)

4. CLASS C1 AND C2 schools are divided into sixteen subdistricts. All sixteen subdistricts will be determined using the serpentine method (not modified), based upon the NSAA wild card point system within one week prior to the first subdistrict competition. The highest seeded volleyball team in each subdistrict will serve as the host of that particular sub-district. If the travel will be greater than 150 miles for any team in a subdistrict, it will be the responsibility of the athletic director from the top seeded team to find a centrally located, neutral site to hold the competition.

However, this system will do a much better job of ensuring that the BEST teams are at the state tournament. There will be 4 additional sub-districts and 2 additional districts, which means more income to account for some of the additional costs. In addition, sub-districts would be played all on 1 day (the Saturday of week 17), so teams would only need to make the trip one time, which also reduces costs and assures that students will not be missing academic time. Referees may or may not have to travel further depending on where they are from, but it would reduce costs as referees would only need to be hired for the one day versus two, as in the past. | Rationale for the proposed change: Currently, the process for qualifying for the State Volleyball Tournament is based heavily on geographical “location” while also allowing 2 Wild Cards to earn a berth at the State Tournament based on Power Points. Many times, a Sub-District/District is loaded with up to 5 ranked teams in one geographical area, thus creating a “Super District.” This situation does not allow teams to control their own destiny. While not all teams will compete at the State Tournament, the “opportunity” to do so should be based on skill level, team accomplishments, and balanced districts rather than geographical location.
This proposal is not new. Approximately 5 years ago, Football passed legislation that changed their “location based” qualifying system to their present system. This system has worked for football. Volleyball teams and their coaches are asking for the same change…a more equitable and balanced means for qualifying teams to the State Tournament.
1. No Wild Cards
The original purpose of Wild Cards was to help ensure the best teams a berth at State. In the past, quality teams were not gaining access to the State Tournament due to the powerful districts they were being assigned. While the creation of Wild Cards seemed to fix the problem at the time, they have created another one. Presently, teams can qualify for the State VB Tournament via Wild Card points earned due, in part, to their schedule and not the strength of their team. Replacing the 2 Wild Card slots with head-to-head competition in balanced districts puts the qualifying procedure back into the control of players/teams.
2. Serpentine Method to Determine Sub-District Assignments
With a no Wild Card system in place, the number of subdistricts would increase from 12 to 16 and the number of districts from 6 to 8. With the addition of 4 subdistricts and 2 districts, the possibility of more revenue exists. Using the current Power Point system, the top 16 teams would earn the right to “host” a subdistricts. Teams are seeded in a Sub-District by the serpentine method. The serpentine method is as follows (Sub-District Hosts are listed first with additional teams in the Sub-District listed below each):

3. Play on Saturday (Week 17)
All subdistrict matches will be played on one day (Saturday of Week 17) and will follow the 3 out of 5 method for play. Some subdistricts will have 3 matches; others will have only 2.
Examples (See #2 – Serpentine Method above.) In Subdistrict #1: #32 vs. #33, Winner plays #1 In Subdistrict #16: #16 vs. #49, #17 vs. #48, Winners play
The higher Power Point teams will be rewarded for their regular season performance by earning the right to host their subdistrict and to play only one match instead of 2 (3-team subdistricts).
Due to “seeding” of the subdistricts by Power Points and not geographical location, the first round matches will not be, in most cases, as competitive as the final subdistrict match. Time between matches is currently set at 30 minutes, but, with only 2 or 3 matches, could be lengthened by the NSAA at a later date if needed.
Students will not miss class time if matches are held on Saturday.
4. Travel
If the distance between the host site and a subdistrict school is more than 150 miles, the subdistrict competition may be moved to a more centrally located, neutral site.
In the past, travel has been a concern in the State qualification process. The following points can be made in favor of a Saturday subdistrict format:
a. Presently, teams must travel twice to the subdistrict site on weekdays (school nights). The proposed format allows for a one day travel format on a non-school night.
b. Currently, other NSAA sports have play-off qualifying systems which require large travel distances (Ex. – Football, Track)
c. It is easier for fan support to travel on weekends than weekdays (which could generate more income.) Not mention, some subdistricts will be hosted at home which may generate a much larger crowd than previous years.
d. Travel, in this day and age, should not be a deterrent when striving for fair competition. Parents, athletes, & coaches have traveled great lengths and invested a lot of time and money in all sports.
5. District Finals
The winning team from each subdistrict will advance to district finals with the following match-ups: C-1 vs. C-16, C-2 vs. C-15, C-3 vs. C-14, C-4 vs. C-13, C-5 vs. C-12, C-6 vs. C-11, C-7 vs. C-10, and C-8 vs. C-9.
District winners proceed to the State Tournament. The process for qualifying for the State Tournament is therefore, placed in the hands of the players/teams and not on their geographic “location” or scheduling.
6. Other
a. Currently, Power Points are used for: - Assignment of 2 Wild Cards - Seeding of individual Sub-Districts/State Tournament - Seeding of individual tournaments throughout the season
With the new system, Power Points will be used in 4 ways: - Seeding of State Tournament - Assignment of Teams to Subdistricts/Districts - Determining Subdistrict/District Host Sites - Seeding of individual tournaments throughout the season
b. Throughout the entire season, Power Points are already being used to seed individual tournaments (including Conferences). The most important tournament of the year could easily follow the same format. c. The process of assigning teams to subdistricts will become much easier for the NSAA. The current process is subjective and requires someone to sit down and determine geographically which teams fit into which subdistricts year after year. With constantly changing enrollments and classifications, this can be a very difficult and time consuming process. The serpentine method, however, is very objective and will eliminate the hassle created by the geographic method almost entirely. With the serpentine method, the NSAA will be able to skip the process of “assigning” teams to subdistricts and simply let the Power Point system do it for them. Not to mention, the top 16 teams will pick up some of the responsibility by becoming the host for each subdistrict competition. These schools will either serve as the host site themselves or they will line up an appropriate facility in their place. The NSAA will simply have to hire and assign referees, which they already do!
d. Moving subdistricts to Saturday will allow the winning teams more time to prepare for District competition.
e. If the purpose of the State Tournament is to showcase the best teams in the State, then it is our duty as coaches, AD’s, and administrators to do what is best for the sport regardless of how it may affect us today.
f. There is another proposal being submitted for classes B, C1, C2, D1 and D2. The main difference is that the other proposal uses the NSAA Power Point System only for determining subdistrict hosts. The geographical method would still be used to fill in the rest of the subdistrict teams. The serpentine method, which is what we are proposing, does a much better job of spreading out the teams and creating fair, balanced subdistrict competition, which will help in getting the right teams to district finals and the state tournament, where the best teams in the state can be showcased as advertised. One additional difference is that this proposal eliminates the use of wildcards. With the use of the serpentine method, there really is not need for wildcards. Subdistricts and districts will be balanced and fair leaving it entirely up to each team to get the job done!
