Rationale for the proposed change: The current Track and Field Classification System (which impacts the District Assignment process) has been used for quite some time. While it has been successful, the changing school populations may be affecting the classification system.
Forming a Committee to review the specific data which impacts the Classification System, District Assignment Numbers, etc. will help support/change the current system.
A similar committee was formed several years ago by the NSAA to review the State Track and Field Meet and was deemed highly successful.
Information which suggests possible inequities in the current system include: 1.) Number of schools per classification - This impacts the number of districts per classification which subsequently impacts the qualification system used to get to the State Meet.
Example: Number of additional qualifiers per classification : Classes A and B = top 4 per running events quality to State Meet. No additional qualifiers in running events even though a district may have the top 5 individuals in the State in that specific district. This is due to the number of districts per classification and the number of desired heats at the State Meet. The qualification procedure is driven by "numbers" instead of performance.
Classes C and D = top 2 and next fastest 3rds (running events.) Because of the number of Districts per Classification, a competitor in a "tough" district is still afforded the opportunity to qualify to the State Meet. A competitor is not at the mercy of "which district" he/she is placed.
2.) Largest to smallest schools per classification RATIO. Current data reflecting the ratio of the largest to smallest school in each classification is as follows:
Class A: Omaha Central 1989 Lincoln Pius X 777 Number of School: 32 *Ratio: 2.56*
Class B: Hastings 711 Logan View 148 Number of Schools: 64 *Ratio: 4:80*
Class C: Centura 148 Lyons-Decatur Northeast 76 Number of Schools: 96 *Ratio: 1.95*
Class D: Scribner-Snyder 76 McPherson County 18 Number of Schools: 111 *Ratio: 4.22*
Hence, knowing that Nebraska does not have an Automatic State Meet Qualifying System in place (performances throughout the year) OR FAT capabilities at all District sites, it is highly important that the Classification Systems are equitable and just. A Committee to review the data would afford a review of recent trends which may be impacting this equity.
