Note: The NSAA suggests that completion of district meets shall be no longer than 9 hours. | Cost Analysis of Proposal: Cost of Proposal: $0.00 | Rationale for the proposed change: The current district Track and Field Schedule of Events for a 1:00 pm start is listed in the Manual. (See Exhibit A) This Schedule is not stated as a "suggestion"; hence, District Meet Directors are obliged to follow the time schedule. This schedule is not conducive for the best athletes per event to qualify for the State Meet in the Field Events, due to the number of participants in each Field Event. For example: Class B * 6 Districts 11 Schools in 5 Districts 10 Schools in 1 District.
Hence, @ 30-33 competitors possible per field event * Each field event will run @ 1 3/4 hours-2 hours (warm-ups included) With the current schedule, NO field event has been completed prior to the running events. In other words, the first session of Field Events has only completed 3 of their 5 flights (finals inclusive of a flight) in one event. Athletes competing in running events while they are also in the Field Events are at a major disadvantage. Additionally, Field Event judges are spending much time waiting for the return of many athletes to their pits/rings (from the running events) to complete the field event. This becomes highly aggravating and stressful for the athletes and field event judges.
Additionally, if the intent of a District Track Meet is to qualify the best performers to the State Meet, the Schedule in the Manual does not allow for this. An athlete who must run in the 3200 M. Relay, and/or 400 M. Dash, and/or the 3200 M. Run does not have the equal opportunity to qualify for State in the Field Events. The schedule hampers the multi-event athlete more than is necessary.
The 2009 Class B-6 District finished their field events at approximately 4:00 pm. Five of the 7 first session running events had already been completed/were near completion when the field events finished.
Throughout the season, many/most meets complete (or are close to completing) the field events prior to the start of the running events. It would be favorable to the athletes to do the same at the District Meet since this is a qualifying meet for the State Meet (there are no automatic times/distances throughout the track season at this time.) Additionally, many regular season meets take approximatley 8 hours with only 6-8 schools in attendance (Class B, C)
Lastly, the Manual states "...the district track and field meet should take approximately 7 hours." The term "approximately" is vague. Whether 7 1/2 hours or 7 3/4 hours is acceptable is an interpretation. Additionally, there is no consequence for having an 8 1/2 hour track meet. Hence, it would be best to allow each individual district decide what is best for their athletes The Manual reads, "From the start of field events through the final running event, the district track and field meet should take approximatley 7 hours. "If a time frame is necessary, increasing it to approximately 8 1/2 hours would allow the athletes to perform at their best. After 12 weeks of preparation, it's the least we can do.
